In short: this site sets no cookies, runs no JavaScript, loads nothing from third parties and keeps no access logs. The application itself makes no network connections at all.
The download buttons and the source links point to GitHub (Microsoft). Nothing is requested from GitHub while you read this page: data reaches them only if you click a link, and from that moment their own privacy policy applies to the connection.
PDF Side Viewer runs entirely on your computer. It links no networking library and opens no connection of its own: there is no telemetry, no update check, no account and no registration. The documents you open never leave your machine.
Two actions hand an address to another program, which then acts on its own: clicking a web link inside a PDF opens it in your default browser, and SyncTeX inverse search opens your editor at the matching source line. In both cases the viewer passes the address to the system and fetches nothing itself.
